The millions of gallons of river water released into the lake during intense storms has increased over the past 20 years. When rainfall overwhelms the city’s sewer system and water treatment plants it flows into the river. To keep the river from overflowing onto city streets, officials from the Metropolitan Water Reclamation District are forced to open the locks from the river and release the combined sewer and rain water into Lake Michigan.
